How true is this?
Where can i find circuit diagram and test out myself.
anyone can help and advice ?

there are many term use in the market for this products. It is actually a voltage stabilizer, there are many brand like mini sun,electricity optimizer, What is Power.Tune Stabilizer and Electricity Saver? It is a device that uses German Capacitor System Technology to stabilize the electrical current, reduce power surges and improves power factor of your electrical appliances. In doing so, it reduces electrical overheating and saves power consumption in an electrical network.
How long has this device been in the market ? 7 years, Since year 2000.

Many years ago I read here in Argentina how constructing a trick to cheat the machine that reads the electrical consumption (ancient machines, where one sees to turn a wheel, no digitals)... I do not remember which was either the Net page or the trick. But it was not doing neither like a by pass nor nothing of these coarse things... just I remember that it was manipulating the waveform. Maybe they closed the page for being something illegal. Do you think of the Cos Phi??

Old mechanical counters can be fooled easily by many ways. Here in Russia we know that well one of the ways is connecting an opposite-phase transformer , which when connected to mains and grounded, causes the wheel to turn back :-)

here, in russian, but illustrated well: www.elremont.ru/electrik/counter_back.phpprinciple of operation: you should get (or make) a regular mains transformer with secondary voltage about 3-4 volt. It should handle currents up to 10A. then you connect transformer as shown, and connect other side to water pipe (or another source of external grounding) . it's important to properly identify the PHASE and NEUTRAL wires, otherwise you will get short circuit , damage your electricity network and possibly cause fire Joke. of course a surge protection switch will prevent this.

Ohh is grand your contribution thank you very much! Though these old devices already almost are a history (Always they were good to do trick) I am thinking seriously to use RUSSIAN GOOGLE, there are many very very good things and I never see them. Thank you very much! ;D

After reading to think that: If your you can accede to the wired up one before the meter it is more easy to do a by pass obtaining a consumption zero or to work to 50 % using an alone investing key in an alone cable. Because to work the meter need both cables, if lack one does not work (the meter). Anyhow thank you very much for the contribution, very well illustrated

There are many ways of cheating the meter, these are the typical ways of being deceptive to the former meters: In the figure of above the meter will read the whole consumption or will stop totally. In the figure of below the meter will read only 50 % or will stop totally. This does not save anything of energy only it is a theft of energy and is illegal. Our information (lamazoid and me) is alone with intention didactic and not in order to commit a crime.

There is a device being marketed here by a contractor I use too bid work for. though I haven't physically seen it nor exsperienced it's results he advertise's via a talk radio station here in west Texas with claims similar to the abovethought it might be some sort of PWM on a AC level,,,somehow, don't know but today if I knew how to develope such a device I could make a pretty nice chunck of $$ selling and installing
