if you still looking for low woltage PWM controller, you probably can to give a try to:
1 device controllers (flyback, SEPIC, etc.)
UCC2813DTR-0 Vcc UVLO=6.9...7.2V
UCC2813QDR-3Q1 VCC UVLO=3.6...4.1V
LTC1871-1 Vcc down to 2.5V, no Rsense current mode - so it is good for battery powered applications, but check the drive capability with you MOSFET parameters
LT3757A VCC down to 2.9V
than, 2 device controller(push-pull):
UCC28084 Vcc UVLO=4.3...4.1V
To my opinion, in many cases, you can to avoid an IC, capable to source / sink a huge gate drive current. Just take a look on special low Qg MOSFET's:

As you can see, some of devices above can to operate just from single Li-Ion or Li-Po cell, while current, required to drive the gate is less, or equal to IRFZ44.
For some special cases, there is CSD18535KCS 60V, 200A, 2.3mOhm @ Vgs4.5V, 63nC, VGS(th)1.9V. It need just a little more current than IRFZ44, while features ultra low Rds(on).
Personally, I have an experience with the CSD18542, CSD18534KCS and PSMN015-60PS,127. While PSMN shows just some improvement over IRFZ44N, the CSD devices are clear champions for battery powered, self oscillating voltage converters. And those will work even better with PWM IC, stuffed with internal gate drive circuitry.
