the 15V Zener diode is basically on advice from a guy on the Electro tech Website. But by that guy i think he believes it's the end of the world for anything electronic in a car!
But the 15V Zener will just limit the voltage to the circuit "just in case" along with the Capacitors for some filtering and such. This circuit isn't a life or death item, so if it goes up in smoke (only) then it's not the end of the world.

I Wouldn't worry about it.

So maybe just a cap too "smooth" the power, maybe a diode before? Also the LM311 is like what a buck? If it dies it's cheap! The idea of a fuse is on my mind thou. But wouldn't a 1amp be overkill? (Smallest fuse I have on hand)

The LM311 can handle up to 36 Volts So Chances of the Circuit Failing is Almost NOTHING. I Really wouldn't worry about it.
But using a 1 Amp Fuse would protect against damage to the board or catching on fire. And a 1000 uF Cap Rated at 25 volts on our circuit would probably Supress any Dangerous Voltage Spikes.

Okie dokie, Well i did try to make up a Circuit board for this, but it didn't work out to well, add in the fact it looked like CRAP! Doesn't boost my confidence in any way in the electronics side of things The weird thing is i made it exactly the same as on my breadboard too! even double checked all the connections, ect. Luckily everything is cheap, so i may just start from scratch again, since recovering the Resistors and such is going to be PITA

Attempted again, sadly I need to wait till another lm311 shows up to test it Also where should I toss a indicator LED? I'm using an 2N3904 transistor to turn on the relay, so should I connect the LED at to the base of the transistor or to the collector?

Circuit Boards are Better but obviously you had a wrong connection somewhere.
Lucky, I don't need to run out for Parts. I have all common values of resistors, capacitors and IC's in my stock. (Many n hundred lots)
Personally I don't like or use the LM311. I like the LM393 better.
I would connect the LED with its resistor to the collector.

Yah it was one of those Circuit boards with individual soldering pad, Like This one So yah that may of been a newbie mistake of a life time? My Second one i put together is using a board made for DIP ICs, and has like 4 points you to solder too for going between pins and such (Got them for the Other failed 555/556 timer circuits) Maybe next time i'll try a LM393 instead of a LM311, In my mind i only needed one comparator so the idea of the LM311 seemed best. On having spares, I'm still new to this so spares aren't truly there for me I did buy a resistor and a Capacitor "Kit" From RP Electronics so i can have a small collection of those, but beyond that and a breadboard and a few LEDs i have nothing really. Here's a question for you, how do you organize your resistors at a minimum? I only have mind in a single 12 compartment container but still have the "tape" that holds them for machine application? and divided then into ranges? Also with a Help from someone else that knows how to use the LTspice (Kinda modified something they did) i came up with what i have setup basically Comparator 2 by 91XR7, on Flickr

Sorry I have TOO Many to do it that way. This is Just my Forward stock. I have Bags of 100 or more of each of these values. I Don't use Spice Programs. I Breadboard all circuits in REAL. And I Make Proper Circuit Boards, Never use those types. "Lees Electronics" on Main Street, Might be Better for you. Take care.....Gary

I honestly have NO idea how to truly use the LTspice program, Modify something someone else has done, MAYBE. The thing is how that LTspice Schematic was like, didn't work how i needed (or felt i needed) on my breadboard, so i modified the values and connections till it work as i wanted. Is it all correct? odds are no. does it work, for now yes. You make your own Circuit boards? Do you use a program or freehand?

Spice Programs Don't always Simulate Correctly to Real Life.
I use a PCB Design Program to Draft up the Boards. "Sprint Layout", Professional Registered Version. Than Etch and Drill Them.

I think that may be a next step, and maybe chating on the phone may be a good thing if your willing to help up with that or even more? since there is a Circuit board i want to redesign just a little (Want to be able to set it up so if outputs normal one value, but changes that value by a trigger) Also If i remember i'll post some pictures of my "board". But been busy with R&D work on an Electric Car ( Corbin Sparrow) and how to get the systems up and running again. Thanks for all the help

This board does have a PM function right? I'll see about sending you some phone #s Also onto this project, it doesn't work in car just on the bench which sucks, may need a power supply filter or something since the LED I have on it seems to just light flicker and the relay just doesn't even turn on! I have an old power filter from the old radio that came out of out project sparrow that I may try out and see if that helps out. Sadly my Christmas boil days start tomorrow so playing time is almost up.
